Today the Senate Environment and Public Works Subcommittee on Transportation Safety, Infrastructure Security, and Water Quality will focus on pharmaceuticals in our nation's waters.

It seems to me that before we test, we have to know what the significance of the test result is going to be, what it means to human health or doesn't mean to human health.

Would you consider it the right policy to mandate that now with regard to every entity pharmaceutical or other contaminant out there, to mandate testing and to mandate zero tolerance for all of those things based on the knowledge and the science we have?
