As a result, the Corps' review could not find a justifiable basis in the analysis for many of the documents' conclusions.

Unfortunately, Congress has suggested zeroing out that program. We think that that would be a tragedy.

The challenge that I hear over and over again from institutions of higher education is they have a tremendous number of guidance documents that are coming to them.

They are drowning in guidance documents--and 'Dear Colleague' letters is actually how they are coming from you.

We are pushing on banks, calling banks predatory and putting all kinds of new regulations on banks on campus.

The good news--and I think it differs a little bit from what you--my view differs a little bit from what you have heard this morning--is that there is tremendous innovation afoot.

I think that is crazy.

I am one of those folks that believes we have the greatest educational system for higher education in the world.

If the goal is to be able to provide that student the opportunity to be able to get a degree, maybe $5,000, $6,000 for a college degree they can do mostly online with high-level classes.

Typically when you have rising costs, you have--competition floods into the market, and you have innovation that occurs.

one of the worst things that we can do is to get increased Federal involvement to something that is going well.

So we will continue to explore that together in the days ahead.

That is not just a broken process; that is a shattered process, and it has got to be fixed.

I want us to get to the appropriations process.

That is the fixable moment that we have to find a way to be able to add leverage basically to Congress.

the problem is, at the end of it, leftover funds need to be returned to the taxpayer and to what is happening in debt reduction rather than spent on flower pots.

I know it is there. What are the ideas on how to actually fix that?
