Let me say how much I appreciate the military being aware of the dangers and the other issues with climate change, and that this is a national security issue.

In my second question, I wanted to focus on rural broadband. And as you are well aware, this is a really, really critical challenge.

I think we should probably do that.

One of the key components of Dodd-Frank was a mandate that the SEC adopt a number of new rules relating to credit rating agencies.

I keep hearing from folks back home about this issue.

Chair Wetjen, how are you coming on the rules that you are promulgating, the ones that are in the pipeline?

This information will be instructive as we further consider the budget proposals.

I assume that isn't the position of the SEC at this point.

And do you have staffing plans adapted to bring on more expertise in areas that contributed to the financial crisis?

Do you feel you have the necessary expertise on staff to adequately issue and enforce the rules required by Dodd-Frank?

In a couple of months, we will mark the fourth anniversary of the enactment of comprehensive Wall Street reforms aimed at strengthening the oversight in the wake of the financial crisis of 2008.

We need a financial system that is safe and sound because what happens on Wall Street touches every American family.

Doesn't it make sense to you that this might be an area that is ripe for a legislative solution or legislative enactment?

I think that is an excellent suggestion, working with our subcommittee chairs to try to get that information.

And are they enabled and empowered to create savings within the agencies?
