It requires coordination between DOD, USAID, and State in fragile countries that are not yet failed states.

The amount that is in this budget... is inadequate. And I think it is inadequate because there was the decision made to put a 1 percent cap down months ago. That was a bad decision.

The fact that some of these corporations are using the money to buy stocks back without building capacity first is incredibly irresponsible.

I think this is totally inadequate. I think we have got to figure out a way to make sure, at this dangerous time, which I believe is the most dangerous time in the world since the early 1960s, that we give you the money you need and then…
