Just a rough calculation, for the cost of one jet aircraft, the Russians can hire 4,000 hackers. I mean, what the Russians did in our elections was warfare on the cheap.

I think one thing that the government can do--and General Clapper mentioned this in his agency--is red teaming the dickens out of this.

I think we've got to have the capacity to deter.
