The time has come to resume regular dialogue between the Shanghai Cooperation Organization and Afghanistan to discuss a broad range of issues related to security and economic cooperation.

I believe that the Shanghai Cooperation Organization should be among the first partners of this new technological alliance.

In effect, this will create a universal digital window for businesses, investors and government agencies.

We particularly value the fact that Central Asia — the geographical and strategic core of the Shanghai Cooperation Organization — remains at the heart of our cooperation.

Guided by the principles of the ‘Shanghai Spirit', the organization has ensured an equitable dialogue and contributed to regional stability and the sustainable development of our countries.

I am convinced that the enormous human, natural, industrial and intellectual resources of the Shanghai Cooperation Organization countries should serve, first and foremost, to enhance the well-being of our peoples.

Today, it is important not only to effectively address emerging challenges, but also to have a clear understanding of what we want the organization to become in the long term.

We need to move from discussions to the practical launch of the SCO Development Bank.

The concept should provide for the free exchange of investment, technology, and knowledge.

Having openly acknowledged the existence of poverty in the country, we have created our own experience of New Uzbekistan for its sharp reduction.

Today, we are stronger than yesterday. God willing, tomorrow we will be even stronger than today… If the people and the state unite around a common goal and act selflessly, there is no peak that cannot be conquered.

To turn Uzbekistan into an important center of international diplomacy, we will continue to pursue a multi-vector, measured and balanced foreign policy.

Interethnic harmony and religious tolerance are the golden fund of our people, their invaluable wealth.

Most importantly, the demands and needs of citizens and the well-being of the mahalla will be defined as the main criterion. And, of course, we will implement this criterion in consultation with the people.

The mood of our people, the well-being of families, the dreams and aspirations of young people and the initiative of entrepreneurs are manifested first and foremost in the mahalla.

Green spaces around schools, kindergartens, hospitals and apartment buildings will be protected as an inviolable public asset.

As a result, over the next ten years, GDP per capita will exceed $10,000.

In healthcare, by strengthening prevention, we will shift to a model focused on preserving health. State health insurance will cover all households in the country.

In other words, in New Uzbekistan, not a single young man or woman will remain without a profession.

I constantly say this: education, education, teacher, teacher. Therefore, the first national program will be aimed at turning knowledge and skills into the main capital of our further development.

The next ten years will be a period of national revival for us. And we can achieve this only through the intellect, hard work and unity of our people.

Every investment you make strengthens the foundation of Uzbekistan’s future. Every job you create contributes to the well-being of families. Every product you manufacture takes our country’s economic potential to a new level. Every product…

We need to understand one thing: where there is no peace of mind, there will be neither freedom, nor development, nor the desire to innovate.

Bringing the economy out of the 'shadow' should not be done through inspections, but by explaining to entrepreneurs how to operate properly and helping them do so.
