sovereignty over the Panama canal is not up for debate.

I reject this method of managing bilateral relations on the basis of lies and falsehoods.

I defend this action as a necessary national security measure.

Why are they making an important institutional statement from the entity that governs the foreign policy of the U.S., based on a falsehood?
