It's very clear that this has been very difficult for all communities in Northern Ireland.

I would encourage all stakeholders, I think anybody who has a desire to or a requirement, to engage with that overall review and that overall process.

What's clear is that we need robust measures in place if there are breaches of measures and oversight mechanisms.

There's people saying we spent too much, people saying not enough.
