Confederation is a national bargain renewed through generations by what Canadians do for one another, particularly in wartime.

We’re not simply rebuilding bases, we’re rebuilding Canadian military power — hard power.

The question of what is part and parcel of that negotiation continues. And I am hopeful we will come to a successful outcome in due course.
