`In paying our respects to him, to his people, we do so because we have an official obligation to do so which we welcome, but also because of a deep personal respect which I have tried to convey, because of a deep personal friendship which I have tried to convey.

I invite all citizens, agencies and organizations concerned with child health to join in such activities as will help alert all Americans to the vital importance of improving child health.

Now, Therefore, I, Richard Nixon, President of the United States of America, do hereby proclaim Monday, October 1, 1973, as Child Health Day.

I urge all our citizens to join with outdoor sportsmen in the wise use of our natural resources and in insuring their proper management for the benefit of future generations.

I also request all Federal agencies, in cooperation with the Federal Fire Council, to conduct effective year-round fire prevention programs in order to help reduce the terrible loss of life and property from fires.

May the High Holy Days provide for all of us an opportunity for renewed commitment to the sacred principles upon which our nation is established.

I, Richard Nixon, President of the United States of America, do hereby designate the week beginning October 7, 1973, as Fire Prevention Week.

Mrs. Nixon and I express our warmest greetings to our fellow citizens of the Jewish Faith.

I urge all our citizens to involve themselves personally in fire prevention activities in their own communities, working with local fire departments and local governments as well as with the National Fire Protection Association.

I recommend that the Senate give early and favorable consideration to the Statutes and give its advice and consent to ratification.

And if we can just get the law enforcement tools and the law enforcement personnel, we can turn around the drug problem in the United States.

We have turned the corner on drug addiction in the United States--haven't solved the problem, because we have a long way to go.

If what you do and if, as a result of this conference, we are able to save one of those individuals, this conference is worthwhile, and we would like all of you to think that way.

We are going to win this battle.

I am very happy to welcome you all to the East Room of the White House and to welcome you to this conference.

In a press conference I referred to drug addiction as public enemy number one in this Nation and that therefore it should have the very highest priority within the Federal Government, as well as in State and local governments in dealing with that problem.

But balancing the Federal budget is no pipe dream; it is a realistic goal.

We must work hard and we must work constructively over the next four months to meet the country's pressing needs.
