WHEREAS such vessels and craft are in excess of the naval needs of the United States;

NOW, THEREFORE, by virtue of the authority vested in me by the said act of July 16, 1946, and as President of the United States and as Commander in Chief of the Army and Navy of the United States, it is hereby ordered as follows:

WHEREAS it appears that the transfer of such vessels, craft, and floating drydocks, and the furnishing of such advice and assistance to the Republic of China would be in accordance with the conditions and limitations of the said act of July 16 1946, and would be in the public interest;

WHEREAS the Republic of China has requested the United States to transfer to it certain specified naval vessels, craft, and floating drydocks, and to furnish it certain technical advice and assistance in connection with the organization and maintenance by it of a naval establishment;

The Republican leaders or anyone else has a perfect right to come up and discuss any subject they choose with me.

If it complies with the suggestion of the Attorney General.

Now, Therefore, I, Harry S. Truman, President of the United States of America, under and by virtue of the authority vested in me by the aforesaid act of September 25, 1941, do declare and proclaim:

That has been on the agenda this year, but these things are only in contemplation.

The telephone strike is being handled by the Department of Labor.

We didn't discuss the labor bill.

The proper thing, I imagine, is to pass the resolution without the objectionable sections in it.

When I was in the Senate, I voted for such a bill.

General Marshall will make the comment on that when he gets home.

No I am not, and there has been no such support.

I have informed the Senate committee that specific documents that they want from my files I shall always give to them.

I hope that it will be possible for me to go to Puerto Rico.

That is a matter for the National Democratic Committee to decide.
