This is how a Great Society is really built: brick by brick, and in the toil and the noise of each day.

This is the action I recommend today.

I am pleased to send to Congress today the second annual report of our progress in implementing the Wilderness Act.

The Congress can be assured, however, that all of these problems are being given the fullest and most diligent consideration, and that none of them will be allowed to stand in the way of an uninterrupted schedule of construction.
