The United States is now providing relief and a small amount of assistance in rehabilitation to the Republic of Korea under Public Law 793-80th Congress.

The General Assembly adopted a resolution on November 14, 1947, calling for an election, under the observation of a United Nations Temporary Commission on Korea.

The Government of the Republic of Korea was inaugurated August 15, 1948.

The United States High Commissioner for Germany, hereinafter referred to as the High Commissioner, shall be the supreme United States authority in Germany.

With respect to military matters the Commander of the United States Armed Forces in Germany shall continue to receive instructions directly from the Joint Chiefs of Staff.

There is hereby established the position of United States High Commission for Germany, which position shall be that of Chief of Mission, Class 1, in accordance with the provisions of the said Foreign Service Act of 1946.

In the event of an emergency involving the security of the United States forces in Europe, such Commander may take whatever action he considers essential to safeguard the security of his troops.

We have also learned that when the free peoples of the world stand united they are unconquerable.

We have made real progress up to this time.

He revived their belief in the strength and the ultimate triumph of the cause of freedom and democracy.

That is my opinion.

The United States will continue to dedicate its strength and its resources to the building of a peaceful and prosperous world.

It comes from the minds and hearts of all the people.

I wish a great many of our citizens would take that same attitude, at times.

General Marshall will be known as one of those who brought this new era into being.

His answer was, 'Yes, Mr. President, I will do it.'
