It is a pleasure to see all these fine young men from, I understand, every State and Territory in the Union.

I strongly urge the Congress to correct the present unsound condition of the postal revenues.

I served 10 years with the Congress--you will be a great bunch of young men.

The acquisition of competitive status by the employee must be recommended to the Civil Service Commission by the head of the agency in which he is employed within six months of the date of this order;

It gives me a great deal of pleasure to again hand this cup to the winner.

I AM most happy to again hand out these first prizes for these historic pictures.

We have an emergency.

Now it is necessary, I think, in this country, as well as around the world, to try to mobilize the moral forces of the world against the unmoral forces.

If you gentlemen will give me a lift on that, this breakfast will have been worthwhile.

That is all this is for.

It is your duty--you come from every section of the United States--to see if you can't revive that moral force in our own population that causes a man to give some sacrifice for the welfare of the rest of the human race.

Everybody, I don't care who he is or what his condition or his position is--from the President of the United States to the laborer who digs in the trench--must make some sacrifice in order that the whole country may be mobilized to meet…

This Government is going forward, not backward.

That is what we are faced with.

We are not in the midst of any political campaign at the present time.

All I am asking you to do is to help the President of the United States to mobilize the moral forces in the world to meet the unmoral forces in the world.

You are to be congratulated on what you have done.

I hope you will continue in your careers and keep on putting out this information for which you won these prizes.
