It does come as a bit of a surprise to hear a blanket pronouncement such as this, in particular, when the EPA's appropriations over the past few years have been developed in a bipartisan way.

I think uniformity, obviously, is easier, and if you are having issues with meeting deadlines, and having clear roadmaps are always much, much more beneficial.
