Because of the rising cost of college and weakening power of Pell Grants, too many low-income students either cannot afford to enroll in postsecondary education or cannot afford to complete their programs.
Congress has a responsibility to explore innovative strategies that provide more students the support they need to complete college and reach their full potential.
Our higher education system must give every student the opportunity to be on the right side of this trend.
