Madam Chair, I yield myself such time as I may consume. Madam Chair, I first want to thank the Democrats for at least not wasting our time by debating all of these amendments individually. But, once again, within the pockets you will find some good things and some not so good things that are part of what is going on here. For example, there will be within that list some blanket waivers for Federal cost-sharing requirements. It is not a good idea to do it. There are some stand-alone bills that are in there that have no regular order consideration in this House. It is also not a good process to go through. But if we are going to throw regular order out the window and address 20 amendments all at once that don't really have that significant of a change or an impact, at least we are doing this in the most efficient and effective way that we possibly could. It is not necessarily making a bill, it is not really going anywhere better, but at least we are getting stuff done so we can say we have the illusion of activity on the floor. Madam Chair, I urge rejection of the en bloc, and I reserve the balance of my time.
