The Clerk read as follows: Mr. Chaffetz moves to recommit the bill H.R. 3644 to the Committee on Natural Resources with instructions to report the same back to the House forthwith with the following amendments: In section 4(a)(4), strike ``and'' after the semicolon. In section 4(a)(5), strike the period at the end and insert ``; and''. At the end of section 4(a), add the following new paragraph: (6) examine the impacts of natural gas and oil seeps on oceans, beaches, air quality, and the coastal environment and the possibility of mitigation of those impacts through resource and energy development. In section 7, in paragraph (1), strike ``under section 6)-- '' and all that follows through the end of the paragraph and insert ``under section 6) $12,000,000 for each of fiscal years 2011 through 2015; and''. In section 7, in paragraph (2), strike ``under section 6)-- '' and all that follows through the end of the paragraph and insert ``under section 6) $9,700,000 for each of fiscal years 2011 through 2015.''. Add at the end the following new section: SEC. 8. LIMITATION ON USE OF FUNDS.
