Mr. Chairman, I have an amendment at the desk. The CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: Strike all after the enacting clause and insert the following: SECTION 1. TAXPAYER OPTION TO CONTRIBUTE OWN FUNDS TO PRESIDENTIAL ELECTION CAMPAIGNS. (a) In General.--Section 6096 of the Internal Revenue Code of 1986 is amended to read as follows: ``SEC. 6096. CONTRIBUTIONS OF OWN FUNDS BY INDIVIDUALS. ``(a) General Rule.--Every taxpayer who makes a return of the tax imposed by chapter 1 for any taxable year may designate that $3 ($6 in the case of a joint return) in addition to any payment of tax for such taxable year shall be paid over to the Presidential Election Campaign Fund in accordance with the provisions of section 9006(a). ``(b) Manner and Time of Designation.--Any designation under subsection (a) for any taxable year-- ``(1) shall be made at the time of filing the return of the tax imposed by chapter 1 for such taxable year and in such manner as the Secretary may by regulation prescribe, except that such designation shall be made either on the first page of the return or on the page bearing the taxpayer's signature, and ``(2) shall be accompanied by a payment of the amount so designated.''. (b) Clerical Amendment.--The item relating to section 6096 in the table of sections for part VIII of subchapter A of chapter 61 of such Code is amended to read as follows: ``Sec. 6096. Contributions of own funds by individuals.''.…
