Fires were still burning in Texas. Firefighters are still being called upon. Cities and States across America are laying off firefighters. And we are reminded of the needs, if you will, that were addressed on 9/11 when firefighters from the City of New York rushed in to save their fellow New Yorkers and others, and many of them, many of them perished. They are, in fact, first responders. And I believe it is important that we make the sacrifice, we find the adequate offset, and we support this amendment. I'm also reminded of a story that many of you may have heard, the sad story, it aired on local television, where firefighters from some locality watched while a man drowned and could not save him.…”
