Mr. Speaker, I was unavoidably detained at the State Department at a meeting, and I would like to register my vote for the Democratic motion to table the appeal of the ruling of the Chair. If I had been present, I would have voted ``aye'' and for passage of H.R. 4899, the Disaster Relief and Summer Jobs Act of 2010 that will impact the constituents in my district in creating more jobs, I would have enthusiastically voted ``aye.'' ____________________
