Mr. Chair, I rise today in support of H.R. 1230, ``Restarting American Offshore Leasing now Act'' which will require four specific offshore oil and gas lease sales within the next year. Three of these lease sales will be for locations in the Gulf of Mexico and one will be off the Coast of Virginia. Although I have reservations about certain aspects of this bill, I nevertheless support it as a step in the right direction for America in our efforts to achieve energy independence. The central issue is promoting oil and gas related American jobs in the Gulf Coasts and to fill our Nation's oil and gas needs as we search for alternative energy sources. THE NEED FOR FAIRNESS AND BALANCE We must have fair and balanced discourse that considers our safety, national security, and our environment and does not place oil & gas producers at an unfair disadvantage when these very companies produce vital American jobs and contribute greatly to our economy. I am informed that there is an amendment or legislative proposal under consideration which will tax the top 5 oil and gas producers more heavily than other producers of such energy (who will receive a tax credit). We must ensure that we afford fair and equal tax treatment of oil and gas producers and that we do not unduly single out and punish the top 5 oil and gas producers (three of which are U.S. companies: Exxon-Mobil, Chevron and Conoco Phillips).…
