Mr. Speaker, I yield myself 15 seconds and will welcome my colleague, Joe Courtney, who has long sought to respond legislatively to protect health care consumers from the financial pain of this observation status. While the passage of the NOTICE Act is an important step, Representative Courtney has an Improving Access to Medicare Coverage Act that would treat observation stays the same as inpatient stays. I support his legislation as he has supported, from the beginning, this initiative, and I appreciate his leadership. Mr. Speaker, I yield 3 minutes to the gentleman from Connecticut (Mr. Courtney).
