The law is not working as was promised, and yet the President's budget doubles down on this law and requests another $1.8 billion for its implementation.
How is it fair that you delayed this law because it is unworkable for businesses of all sizes, but it is not workable for families? Why aren't they getting the same treatment?
The law very clearly makes the case that tax credits are available only to individuals who are enrolled through the exchanges.
