Mr. President, I thank the distinguished chairman of the committee. He has been supportive of this amendment from the beginning. Senator Hagan and I can say that we have regularly communicated with the chairman, and maybe he would even consider that we have hounded him to death. But nevertheless, I know he was helping us all along. We worked on the drafting to assure that the language met both the minority and majority requirements. I am pleased he has worked with us on this amendment. I thank Senator Hagan as well for being such a staunch cosponsor of this amendment. I yield back my time and ask for the yeas and nays.
