Mr. President, until the Senator from Oklahoma is ready to start, I want to say I so appreciate the majority leader working with us, as well as Senator Rockefeller, Senator Coburn, all of the people who have had so many interests in this bill. I think we are finally on the glidepath now, if I can use an aviation metaphor. I am pleased to see that Senator Coburn is on the floor because now I believe we will be able to achieve the passage of this bill after a few votes tonight.
