(b) Firearms Trafficking Enforcement.--For an additional amount for ``Salaries and Expenses'' of the Bureau of Alcohol, Tobacco, Firearms and Explosives, $72,000,000, of which-- (1) $68,000,000 shall be available for 281 special agents, investigators, and officers along the Southwest border; and (2) $4,000,000 shall be available for equipment and technology necessary to support border enforcement and investigations.…”
