the 85/15 rule seems to make sense when I understand it as you have to have some demonstration that there is value to the program

I think especially there is skepticism as a Republican where some of these monies, where they go and what are the results.

The Veterans Accountability Act has been worked on now for several years, and that, I think, goes to the heart of many of the problems with the VA.
