The text of the amendment is as follows: Amendment No. 14 offered by Mr. Cuellar: Page 21, after line 18, insert the following new paragraph (and redesignate succeeding paragraphs accordingly): (4) increasing the opportunity for small business development in areas with high unemployment rates that exceed the national average; The Acting CHAIR.
