I hereby waive the application of sections 402(a) and 402(b) of the Act with respect to Romania.
George Bush
The Public Record
George H.W. Bush was the 41st President of the United States, serving from January 20, 1989, to January 20, 1993. A member of the Republican Party, he previously held the office of Vice President under Ronald Reagan from 1981 to 1989. Bush was a World War II veteran and served in various roles within the U.S. government, including as Director of the Central Intelligence Agency from 1976 to 1977. His presidency is noted for significant events such as the Gulf War and the fall of the Berlin Wall, as well as his efforts in foreign policy and international diplomacy.
This Act provides funds for the water resources development activities of the Army Corps of Engineers and the Department of the Interior's Bureau of Reclamation.
I have today signed into law H.R. 2427, the 'Energy and Water Development Appropriations Act, 1992.'
I determine that a waiver by Executive order of the application of subsections (a) and (b) of section 402 of the Act with respect to Romania will substantially promote the objectives of section 402.
As a matter of law, the use of local funds in the District of Columbia must be approved by the Congress and the President through enactment of an appropriation act.
I am withholding my approval of H.R. 2699, a bill providing appropriations for fiscal year 1992 for the District of Columbia.
I will not designate the direct spending and the appropriations authorized in H.R. 3201 as an emergency.
I do hereby proclaim August 29, 1991, as National Sarcoidosis Awareness Day.
I reiterate my intention to proceed in this area as outlined in my letters to Senators Boren and Cohen of October 30, 1989.
I believe that the Act's definition of 'covert action' is unnecessary.
