I feel very pleased that these men have indicated their willingness to make a sacrifice to lend their peculiar and unusual talents to the direction of this great adventure between Government and free enterprise.

We spent the afternoon hearing from Ambassador Bunker and going over a series of questions that we raised with him largely relating to the relationship between our Government and the South Vietnamese Government.
Certificate established. The White House Service Certificate is hereby reestablished as the Presidential Service Certificate, to be awarded in the name of the President of the United States to members of the Army, Navy, Marine Corps, Air Force, and Coast Guard who have been assigned to the White House for a period of at least one year subsequent to January 20, 1961.
Ambassador Bunker will be returning to South Vietnam when our meetings here are concluded.
The Tet offensive has since his last personal visit here, with emphasis on the period.
