To avoid political correctness or the feeling of one part of the country having a view imposed on it.
I say this with due respect to Senator Lamar Alexander.
I compliment the work that the States have done so far, and I am watching it cautiously.
I always thought the cure for that, though, was just to establish a rating system and say, like you do in football, there is Division 1, 2, ...
