President Obama has pledged most recently in a letter to our Governor, Luis Fortuno, to 'seek equal coverage of Puerto Rico' under these two programs.

Pedro R. Pierluisi is the current Governor of Puerto Rico, having assumed office on January 2, 2021. He is a member of the Democratic Party and previously served as the Resident Commissioner of Puerto Rico in the U.S. House of Representatives from 2009 to 2017. Pierluisi has focused on issues such as economic development, education reform, and the recovery efforts following Hurricane Maria. His leadership has been marked by efforts to address Puerto Rico's fiscal challenges and promote its political status. Pierluisi has also been an advocate for statehood for Puerto Rico, emphasizing the need for equal treatment of Puerto Ricans under U.S. law.
The final Federal budget should include a permanent extension of this deduction in Puerto Rico.
I respectfully request that the final budget account for these grants to Puerto Rico.
I believe President Obama's submission to Congress represents a sound plan to jump-start the national economy in the short term and to lay a new foundation for growth over the long term.
I do not believe for a moment that this is your intention. To the contrary, I believe your bill tries in good faith to strike a balance between competing interests.
I commend you for holding this hearing on your bill, H.R. 848, which would remove the exemption for paying performance royalties.
