President Obama has pledged most recently in a letter to our Governor, Luis Fortuno, to 'seek equal coverage of Puerto Rico' under these two programs.

I respectfully ask that the final budget reflect this commitment.

I do not believe for a moment that this is your intention. To the contrary, I believe your bill tries in good faith to strike a balance between competing interests.

I commend you for holding this hearing on your bill, H.R. 848, which would remove the exemption for paying performance royalties.

I believe there are good arguments on both sides.
