We have an obligation to restore the economy and return the United States to a fiscally responsible course.

I would like to thank you for the opportunity to testify before the House Committee on Budget today.

I think this administration, and hopefully this Congress, understands that deficit spending in times of great economic stress, like we are enduring right now, is acceptable.
