The fact that somebody was not prosecuted, that does not mean anything because the Department of Justice (DOJ) is not going to prosecute them if they fall under a certain dollar amount.

I just do not think it works. And I want to be humane. We have a moral obligation to the least of these, folks who do not have a place to live, but there has got to be a better way to do this.
