I just do not think it works. And I want to be humane. We have a moral obligation to the least of these, folks who do not have a place to live, but there has got to be a better way to do this.
We have a very serious problem from the point of view of deterring particularly a country such as Iran or North Korea.
I think we are very fortunate where we find ourselves today, whether that is because of our lack of knowledge or because of our knowledge.
