Mr. Chairman, I rise to speak on my amendment. The Acting CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: Add at the end of division A the following: SEC. 10017. SENSE OF CONGRESS EXPRESSING DISAPPROVAL OF THE PROPOSED TAX HIKES ON THE OIL AND NATURAL GAS INDUSTRY IN THE PRESIDENT'S FISCAL YEAR 2024 BUDGET REQUEST. (a) Finding.--Congress finds that President Biden's fiscal year 2024 budget request proposes to repeal tax provisions that are vital to the oil and natural gas industry of the United States, resulting in a $31,000,000,000 tax hike on oil and natural gas producers in the United States. (b) Sense of Congress.--It is the sense of Congress that Congress disapproves of the proposed tax hike on the oil and natural gas industry in the President's fiscal year 2024 budget request. The Acting CHAIR. Pursuant to House Resolution 260, the gentleman from Oklahoma (Mr. Hern) and a Member opposed each will control 5 minutes. The Chair recognizes the gentleman from Oklahoma.
