It is hereby ordered that the following-described lands in New Mexico, being a part of the lands restored to the public domain by Executive order of January 16, 1911, be, and the same hereby are, reserved from entry, sale, or other disposition, for Indian purposes
With a view to receiving the advice and consent of the Senate to the ratification of the treaty, I transmit herewith an authenticated copy of a treaty signed by the plenipotentiaries of the United States and Great Britain on August 3, 1911.
This imposes a penalty on the domestic labor of cutting and would transfer half the process in the industry of shoemaking and glove making to foreign countries.
