The path having been thus opened for the improvement of commercial relations, a reciprocal trade agreement is the logical sequence of all that has been accomplished in disposing of matters of a diplomatic and controversial character.

Another clause that calls for comment is in the leather paragraph, which reads as follows: \Leather cut into shoe uppers or vamps or other forms suitable for conversion into manufactured articles.\
The need is urgent for legislation which will prevent the raising of false hopes of speedy cures of serious ailments by misstatements of fact as to worthless mixtures on which the sick will rely while their diseases progress unchecked.
The same reasons which impelled me to decline to sign the wool bill control me in this case.
I must therefore withhold my approval from this resolution if in fact I do not approve it as a matter of governmental policy.
