More from Robert Taft
I transmit herewith the answer of the Secretary of State to the resolution passed by the Senate of the United States on February 27, 1911, relating to the construction and armament in this country of two battleships for the Argentine Republic.
The whole contention that the executive order and the opening to settlement of the shore of Controller Bay grants a monopoly to the railway company rests on the claim that it has given an opportunity to persons using scrip to appropriate the control of the only available and practicable parts of the channel by the location of the scrip opposite to those parts.
Nothing, however, halts business and interferes with the course of prosperity so much as the threatened revision of the tariff.
The statute can be easily amended to include the evil I have described.
