I think it wise to apply to Congress for relief by urging the passage of an enabling act, which shall permit the Secretary of the Interior to issue bonds in the sum of $10,000,000 or more, to complete all the projects now projected.

I am in full sympathy with the concern of reasonable and patriotic men that the valuable resources of Alaska should not be turned over to be exploited for the profit of greedy, absorbing, and monopolistic corporations or syndicates.
I shall not hesitate to invite the attention of Congress to this fact and to the necessity for action predicated thereon.
The statute can be easily amended to include the evil I have described.
If I sign this joint resolution, I do not see how I can escape responsibility for the judicial recall of the Arizona constitution.
