I am in full sympathy with the concern of reasonable and patriotic men that the valuable resources of Alaska should not be turned over to be exploited for the profit of greedy, absorbing, and monopolistic corporations or syndicates.
Love of country, love of family, love of God—it is difficult to classify these affections of the human heart and soul, for they so melt into each other that the one who has most of one has most of all.
The mobilization of these troops will furnish an excellent opportunity for the instruction of a number of senior officers in the elements of higher command.
With a view to receiving the advice and consent of the Senate to the ratification of the treaty, I transmit herewith an authenticated copy of a treaty signed by the plenipotentiaries of the United States and France on August 3, 1911.
