Executive Order of June 14, 1879, temporarily withdrawing from sale and settlement for Indian uses all of townships 1 and 2 north, ranges 5 and 6 east, in Arizona, lying south of the Salt River, is hereby amended so as to withdraw permanently from settlement, entry, sale, or other disposition all that part of section 35 in township 2 north, range 5 east, of the Gila and Salt River meridian, lying south of the Salt River, for use of the Pima and Maricopa Indians and such other Indians as the Secretary of the Interior may see fit to settle thereon, subject to any existing valid rights of any persons thereto.
It appears that a Norwegian company has applied to the Cuban Government for permission to raise these wrecks and that before considering the proposition the Cuban Government desires to receive the views of the United States in regard thereto.
Another clause that calls for comment is in the leather paragraph, which reads as follows: \Leather cut into shoe uppers or vamps or other forms suitable for conversion into manufactured articles.\
This language is so sweeping that it might be made to cover almost 150 articles used in agriculture, which would affect many sections of the present tariff, and lead to the most injurious uncertainty.
