According to the Heritage Foundation's Manufacturing Vulnerability Index which calculates Congressional districts' affects of cap-and-trade legislation, the Fifth Congressional District of Ohio will be the third most affected Congressional district in the United States.
Latta cites a study indicating his district will be severely impacted by cap-and-trade.
