I would just remind, it hasn't been Republicans who--and we have Mr. Baucus, one of the architects of the law, calling it a train wreck.

It is a false choice. Strategic sourcing and small business utilization, when done right, absolutely, unequivocally, are mutually reinforcing.
The RAPID Act of 2013 aims to restore the balance between thorough analysis and timely decision-making in the Federal permitting process.
I urge my colleagues to support the RAPID Act and cut down the time it takes America's workers to see a real Jobs Recovery.
Let me thank Mr. Marino for re-introducing this legislation. I am proud to be an original cosponsor of his legislation.
It is our outdated, burdensome, convoluted Federal permitting process that has become a hotbed for the environmental extremists.
Americans are ready to get back to work. The RAPID Act of 2013 will remove the red tape and allow job creators to take projects off the drawing board and on to the work site.
