I believe a dramatic rate increase like that will discourage investment and entrepreneurship.

And so, that begs the question, how do you plan on enforcing Volcker on non-U.S. entities, and would that not drive business to non-U.S. entities if they are not-- you are saying they are not subject to the exemption.

I am eager to hear exactly and explicitly how the events that led to the collapse of MF Global actually transpired.
