I transmit herewith a communication from the Secretary of War, accompanied by a letter from the Commissioner of Indian Affairs, indicating the importance of an extension of the authority given by the sixteenth clause of the first section of the act entitled 'An act providing for the salaries of certain officers therein named, and for other purposes,' approved 9th May, 1836.
I transmit a report from the Secretary of State, which, with the documents accompanying it, contains the information in possession of the Department in relation to the subject of the resolution.
I have therefore deemed it necessary to bring the matter to your notice, with a view to such legislative action as the exigencies of the case may in your judgment require.
I have to invite the earliest attention of Congress to the subject contained therein
