you are not getting better, you are getting worse, and then you change the grading system to accommodate that you are not improving.
I would suggest you set different standards for yourselves, ones that respect the B in billions.
I am going to stand up in front of my residents, and I am going to talk about this hearing, and they are going to be shaking their heads in total disbelief.

My mind is blown. I know if 1,000 airplanes take off, and 67 of them crash, that is a 6.7 percent error rate.

It is my belief as a private-sector guy, uncertainty brings less investment than certainty.
It is the role of Congress to push forth a bill. If we do so, we do it in a bipartisan way that should trump what the FCC is going to do.
