At 3, the Senate will resume consideration of the motion to proceed to the Creating American Jobs and Ending Offshoring Act. Order of Procedure I ask unanimous consent that at 4 p.m., until 11 p.m. today, the Senate begin 30 minute alternating blocks of debate on the motion to proceed to S. 3816, with the majority controlling the first 30 minutes, which will begin at 3 p.m. today.
