Mr. President, I now ask unanimous consent that we proceed to a period of morning business, with Senators permitted to speak for up to 10 minutes each. I would say, Mr. President, that we have made contact with the Republicans, and they tonight do not wish to have more debate on the START treaty. So that is why we are moving to morning business. People can talk about whatever they want for the rest of the evening. Tomorrow, I am going to move back to executive session to do the START treaty. I hope we can make progress on that tomorrow.
